Selling homemade food in Vermont
Vermont's 2025 law tripled the cottage food sales cap to $30,000/year and requires a short free online training plus a yearly registration filing. Online ordering and in-state mail delivery are fine, but shipping out of state is not.

$30,000 (gross annual, Cottage Food Operator tier); $10,000 for TCS/manufactured baked goods tier
Online sales
Allowed (see notes)
You can sell
- Baked goods
- Jams, jellies, preserves
- Candy
- Dried herbs & mixes
- Some TCS baked goods under the $10,000 secondary tier
You can't sell
- Meat and poultry products
- Low-acid canned vegetables
- Foods exceeding the applicable tier's cap
Where you can sell
- Direct to consumer
- Farmers markets
- Online ordering with in-state delivery/mail
Selling online
Online ordering and in-state mail-order delivery are allowed; no interstate shipping
What your labels must include
- Producer name & address
- "This product is homemade and not subject to state inspection" statement
- Ingredient list
- Allergen disclosure
- Net weight
